Obama Administration Expands Count of Rape Victims

January 6, 2012

From The Associated Press by Pete Yost, January 6, 2012

WASHINGTON (AP) — The Obama administration is expanding the definition of rape, including men for the first time, when counting the number of victims.

It’s a change supporters say is long overdue. The expansion is important because policymakers and lawmakers use crime statistics to allocate resources for prevention and victim assistance.

Since 1929, the FBI has defined rape as the carnal knowledge of a female, forcibly and against her will. The revised definition covers any gender of victim or attacker and includes instances in which the victim is incapable of giving consent due to the influence of drugs or alcohol or because of age. Physical resistance is not required.

The new definition will not change federal or state laws and will not alter charges or prosecutions.

According to the New Hanover County Sheriff’s Office, Deputy D.M. Dombrowski was on a routine patrol on MLK Parkway when a vehicle crossed the median and hit him head-on shortly after 1:30 a.m.

“I’m unable to get out and check on the other vehicle,” said Dombrowski when he contacted fellow deputies.  “They were in the wrong direction of travel and hit my vehicle head on.”

Authorities said Jimmy Jay Furr, 61 or Leland, was killed in the accident.  They say he was not wearing a seatbelt at the time of the accident.  He was the only person in his vehicle and may have been intoxicated, but that has not yet been confirmed.

“Fire and EMS – The passenger of the other vehicle is unresponsive and not breathing, we can’t get the door open,” a responder said when arriving to the scene.

The sheriff’s office said Dombrowski was taken to the hospital with non-life threatening injuries.  He has since been released and is expected to be okay.

MLK Parkway was closed off in both directions as emergency crews worked to clear the scene, but as of 4:30 a.m., the road was back open.

According to a police report, officers responded to a location along Jefferson Place after a victim complained of harassment by her former roommate. The victim said Alexandria Leigh Hanson, 20, had moved out on Monday at the request of the property management.

The victim said Hanson had made several inappropriate comments to her in the past, but had never taken them seriously. On Wednesday, she said she began receiving several degrading and offensive text messages.

Officers observed several text messages from Hanson, stating that the victim looked like a “lesbo” and “liked black guys.” At that time, officers contacted Hanson and told her the victim did not want Hanson to contact her anymore.

After that phone call, Hanson allegedly texted the victim again with a message that said, “Who looks like a lesbo, likes black guys and calls the cops for fun?” The officer attempted to contact Hanson again, but received no answer.

Officers instructed the victim to call them again if she received anymore text messages from Hanson.

Later in the evening, officers were informed that Hanson had not stopped harassing the victim. When they attempted to contact Hanson again, she allegedly asked what they were wearing and if their pants were buttoned, according to the report.

At that time, officers told her to stop contacting the victim. While on scene, the victim received yet another text message from Hanson. Officers then decided to seek a warrant for Hanson’s arrest.

Thursday, she turned herself in to the Myrtle Beach Police Department and has been charged with unlawful use of a telephone.
